The Emergency Medical Services’ Informed Community Self Determination (ICSD) Process is a statewide initiative that helps Maine towns make informed, sustainable decisions about their EMS services. Developed by EMS expert Kevin McGinnis and refined through successful consolidations in communities like Franklin County, St. George, Old Town, Union, and Unity, the ICSD process combines extensive community engagement, interviews, and objective data analysis to clarify service expectations, financial capacity, and potential EMS models. By guiding municipal leaders, providers, and residents through a clear, evidence-based decision-making framework, ICSD supports communities in preserving and strengthening reliable EMS systems that meet local needs and budgets.
